“One of the things that I like most
about the Kart Digital PRIMS system is that
it breaks out the different categories of
evidence that you have—and then displays
only the relevant data that you need for that

Those are some of the comments you
will hear when you ask Don Hemstreet about
his agency’s new property-room information
management system. Hemstreet’s official
title is Evidence Technician, but his duties
include the administration of the propertyand-
evidence (P&E) room for the Canby
(Oregon) Police Department. Canby is a
small town of 16,000 residents just south of
Portland, Oregon.
When Hemstreet took over the job,
one of his mandates was to start automating
the department’s P&E room.
A fresh approach to digital data
from some one with 30 years experience
“Most people here did not have much background
with computers,” Hemstreet said.
“But I had about 30 years of experience in
the computer field before I switched to law
enforcement. I immediately saw that we were
going to have to resolve some issues.”
Hemstreet began looking around for a
reasonable alternative.
“That’s when I ran across Kart Digital.
Their system offered a better modular design.
I liked the type of screens they displayed
and the variety of evidence that we could
work with. I was pretty pleased with all of
that. Then I started looking at the price—and
got another surprise.”

“Kart Digital was able to give us their software
plus three personal computers for an
amount that we thought was affordable. We
had everything we needed. The purchase
allowed us to move forward with organizing
our property room.”
According to Hemstreet, if they had
not come across Kart Digital’s PRIMS system,
their budgetary constraints would have
prevented them from moving forward.
Hemstreet pointed out that software
companies find themselves facing major
rewrites if their programs were not originally
laid out in a modular fashion.
“But some software companies—like
Kart Digital—have designed their programs
so that flexibility is part of their base design.
They have the latest features and design
techniques when they first come out, but
new features can be added later at a much
lower cost.
“That’s one of the things that caused
me to pick Kart Digital. I went into this with
the idea that Kart Digital would be able to
grow with us.
The real bottom line
of the Kart Digital system is affordability
“I think this system is ideal for all agencies,”
said Hemstreet. “Kart Digital has made it
about as easy and user-friendly as possible.
And they are still able to offer it at a price
that is manageable for any size agency.
“The Kart Digital PRIMS system is a
very good, functional system that can be
purchased for a very good price!”
